Parking/Access Road Notes: Lot at Dorchester Road was full. I had to park on the side of the road.

Surface Conditions: Dry Trail, Mud - Minor/Avoidable

Water Crossing Notes: what few there are were dry. 
Trail Maintenance Notes
Trail Maintenance Notes: a few minor blowdowns easily stepped over. Being the AT the trail is well maintained.  
Dog-Related Notes
Dog-Related Notes: Didn't see any dogs but this would be a fine dog hike. 
Bugs
Bugs: A few black flies in the lower sections but once I gained elevation they were gone. However the summit was swarming with horse flies and deer flies.

Comments
Comments: I almost stepped on a large milk snake on the trail. Second milk snake I've seen in two weeks.

Contrary to what the trailhead sign says the fire tower on the summit has been repaired and is open. Because that's the only view you're going to get from the summit of Smarts.
